The Air Traffic Safety Action Program (ATSAP) offers air traffic controllers immunity from disciplinary action if they self-report mistakes or near-misses.
Designed to encourage transparency and improve safety, the program instead allows controllers to avoid consequences simply by filing a report within 24 hours.
Incidents include a controller ignoring 23 transmissions from an air ambulance and another clearing a plane to land dangerously close to another aircraft—both walked away consequence-free thanks to ATSAP protection.
