U.N. envoy Staffan de Mistura proposed partitioning Western Sahara between Morocco and the Polisario Front to resolve their decades-long conflict.
The plan, discussed in a U.N. Security Council meeting, suggests creating an independent state in the south and Moroccan integration in the north.
Despite historical precedents and interest from some countries, both sides remain unwilling to explore the idea.
With no progress in negotiations, De Mistura may reassess the U.N.βs role in the peace process.
