Why did the US liberal administration say Israel has 30 days to allow aid in Gaza ?

On October 5, Israel initiated a ground military operation, ordering the evacuation of Palestinians living in Beit Hanoon, Beit Lahiya, Jabalia refugee camp, and Jabalia Al-Balad, all in northern Gaza. Following this, they completely shut off the transfer of humanitarian aid to northern Gaza, leading to an imminent famine in the north.
Hebrew media called this operation the “Generals Plan,” which is intended to force evacuate northern Gaza of all Palestinians in preparation for military occupation. This came only after the Palestinians refused to leave their land despite the daily massacres that are referred to as “military pressure” in Western media, aimed at pressuring the Palestinians to evacuate out of fear of being killed by Israel.
“Generals plan” is an alternative after the failure of bringing in Arab regimes forces to be a buffer zone between the settlements and Gaza, out of fear that the populations of these regimes will turn against their puppet regimes.

How is the “Generals Plan” progressing?
According to sources from Jabalia in northern Gaza, the Israeli army is avoiding entering areas where the population is still present. Instead, they send D9 bulldozers at night to plant barrels filled with explosives in residential areas, which are then detonated.
This is happening alongside airstrikes that primarily target hospitals and schools sheltering displaced families.
So, along with starvation, the planting explosive barrels to kill Palestinians, psychological warfare, and airstrikes, Gazans in the north remain resilient and have no plans of leaving. They have learned from the generations before who were exposed to similar tactics by the Haganah, Irgun, Stern Gang, and Palmach.
