In 1999, something horrible happened in a small village called Račak, in a region called Kosovo.
45 people were found dead, and it looked like they had been shot—some while running away, others possibly executed.
The group in charge of watching human rights (called the OSCE) said it was a massacre—innocent people killed by Serbian police.
But the Serbian government said the people who died were rebels who died in a fight.
Some reporters and officials later said it might have been staged to make it look worse than it was and to get the world involved.
That event made a big impact. It helped push NATO into launching airstrikes on Serbia.
This lasted 78 days and was done without permission from the United Nations.
In the end, the bombing helped Kosovo break away from Serbia.
The U.S. even built a large military base there, called Camp Bondsteel.
But even today, people don’t agree on what really happened at t.
Some say it was a real massacre. Others say it was used as an excuse for war.
