In contrast, Israel’s IDF HQ, HaKirya, is an above-ground military base, with bunkers underneath, in Tel Aviv, clearly separated from civilian infrastructure.

HaKirya is home to Israel’s top military command, located in a defined, urban military zone, unlike Hezbollah’s hidden tactics.
