On August 28, 2024, Telegram founder Pavel Durov was charged with the following criminal offenses:
1. Complicity in operating an online platform for illicit transactions, including organized crime.
2. Refusal to provide data necessary for lawful interception by authorities.
3. Complicity in making software or data available for attacks on automated data processing systems.
4. Dissemination of child exploitation material and involvement in organized drug trafficking.
5. Fraud and conspiracy to commit crimes or misdemeanors.
6. Money laundering in connection with organized crime.
7. Providing cryptology services for confidentiality without proper declaration.
8. Importing cryptology means without ensuring only authentication or integrity checks.
Durov has been placed under judicial control with a β¬5 million bail, must report to the police twice weekly, and is prohibited from leaving France.
